Working toward 'universal' homelessness prevention: protective pillars at national and local levels

Suzanne Fitzpatrick and Peter Mackie advocate for a stronger focus on universal prevention – population-wide efforts to reduce the risk of homelessness by strengthening systemic protective factors. The authors situate this approach within a five-level typology of homelessness prevention, highlighting its conceptual importance and practical underdevelopment. They identify four key protective pillars – decent income, affordable housing, social support and good health – which must be reinforced at both national and local levels. Drawing on UK-based research and international evidence, the chapter illustrates how local authorities can proactively use linked data, inclusive employment strategies and community-based services to mitigate homelessness risks. Emphasising the principle of proportionate universalism, the authors stress that universal interventions must intentionally prioritise those most at risk. They call for a shift from reactive to preventative systems, underpinned by robust evaluation and inclusive design, to make homelessness rare, brief and non-recurrent.
