Abstract
This article delves into the evolving landscape of higher education institutions (HEIs) in Kazakhstan, focusing on the strategies and practices employed amidst significant transformations. The study adopts a qualitative interpretive approach, emphasizing the understanding of individuals within their social contexts. Drawing from theoretical frameworks such as the Strategy-as-Practice (SAP) paradigm and Mintzberg's strategy formation approaches, the research explores how strategies are formulated within HEIs. Methodologically, the study utilizes purposive sampling for semi-structured interviews and document analysis to gather insights from participants across twelve universities. The findings shed light on the intricate processes and routines underlying strategy development in Kazakhstani HEIs, providing valuable guidance for institutional leaders navigating complexities in higher education.
