The networks of political entrepreneurs: A case study of Swiss climate policy

Abstract

This chapter aims to elaborate on the conceptualization of policy entrepreneurs by relating it to theories on translation and mediators because people would gain a better understanding of the policy entrepreneurial approach by looking into the conceptualization of mediators, as it appears in theories of social and organizational translation. It shows that people can see the policy entrepreneur as an actor translating and coordinating meanings through the network to form policies and contribute to social change. The chapter discusses the two concepts that have emerged out of two different types of social scientific perspectives with different ambitions and interests. The policy entrepreneurs of policy networks relate to the mediators acting in post-structuralist settings and the author's main aim is to show that people can broaden their interpretation of policy entrepreneurs by cross-pollinating the two concepts. Policy entrepreneurs link and combine ideas, meanings, and organizations such that they can be seen as mediators of the interactive policy process.
