Abstract

This article discusses the complexity of policy development at the national level in the real world. In this discussion, an action research conducted by the authors in the REDD+ case in Indonesia is presented. In this action research, we give descriptions on how to orchestrate the interaction among various actors at international, national and local level. These efforts have produced many benefits, e.g. various sustainable development programmes that have been implemented in various regions in Indonesia.
