N1 - Ivan Clark (SNH) has given us an impact statement for this research: He states: "‘Impact of Research’ re: SNH Commissioned Report 272: Review of the planning casework of Scottish Natural Heritage (2008) This report examined the appropriateness of SNH responses to planning consultations and identified the key issues and appropriate solutions to improve the efficiency, efficacy and focus of SNH planning responses and to ensure SNH was strategically aligned to protect and enhance Scotland's natural heritage assets in the new modernised planning regime. The report presented 10 recommendations. These included prioritisation of engagement with development plans, national protocols on planning, measures to improve clarity of SNH advice, streamlining of responses to non-statutory casework and using objections only for major developments. The report informed a major programme of reform in SNH , ‘Planning Project’, that repositioned SNH and its approach in line with the governments planning reform agenda. The Planning Project initiated a series of significant changes in policy regarding our involvement with the planning system. These changes were approved at Board level and the commissioned report was a key part of the ‘evidence’ base. The Planning Project also enabled SNH to cope more easily with the resource challenges faced by the public sector as a result of the recession. Most of the recommendations in the report have now been implemented (in one form or another) and there is increasing evidence that most of the key stakeholders in the planning system now understand our new approach to how we engage with the planning system. Our efforts on planning reform (and that of the other key agencies) have been recognised by Scottish Government on a number of occasions."
