    Abstract

    During drought situations, it is sometimes necessary to deviate from normal strategic operating policies because conditions may be more severe than those under which the policies were designed. Whilst droughts are not a frequent event, it is essential for the effective management of the system that techniques are available to advise water supply managers as to the most appropriate action to be taken as an incipient drought situation develops. © 1991 Kluwer Academic Publishers.
