Abstract

The increasing consciousness of various detrimental effects brought about by construction waste calls for successful construction waste management, which needs to properly manage the inert portion of construction waste, termed as construction waste material (CWM). One desirable strategy to manage CWM is to boost CWM cross jurisdictional trade. To better govern the CWM cross jurisdictional trade, the authors in this paper propose a central argument that CWM trading must consider different political, economic, social, technological, environmental, and legal (PESTEL) scrutiny before the implementation to achieve a win-win situation. This paper also lists a series of PESTEL factors that should be taken into scrutiny although the factors may not be exhaustive enough. The research deliverables of this paper could provide a significant reference for jurisdictions that have been long suffering from the ingrained CWM issues, and further the progress to tackle the general construction waste issues could move a leap forward.
