I was invited to a round-table discussion which was held at the Institute of Public Policy Research (IPPR) in London. The discussion revolved around rethinking government skills policy and was attended by: Gordon Marsden MP, Shadow Minister for Further Education, Skills and Regional Growth; John Monks, former General Secretary of the TUC; and Bob Bischof, Chief Economic Adviser to German Industry UK. I contributed to the discussion by providing the perspective of the construction industry.

Dear Mohamed Abdel-Wahab, IPPR is delighted to invite you to a roundtable event to discuss: Rethinking Skills Policy: towards a social partnership approach Tuesday 29 May 2012, 9:00 to 10:30 (registration & refreshments 8.30am) IPPR, 4th Floor, 13-14 Buckingham Street, London WC2N 6DF Following the publication of IPPR’s new report on rethinking skills policy, No Train No Gain: Beyond free market and state-led skills policy, IPPR is holding a breakfast roundtable event to explore how to take forward the report’s recommendations. IPPR’s report explores why, despite a period of unprecedented investment in adult skills under the previous government, a significant proportion of the economy is still made up of low value, low productivity firms. It calls for a new approach to encourage more employers to adopt competitive strategies that support higher job quality, and at the same time improve the dynamism, innovativeness and resilience of British business. Our recommendations include a shift away from a state-led skills policy to one based on social partnership, with evolutionary reforms to democratise sector skills councils and increase the role of industry stakeholders in driving the demand and supply of skills. We also call for local networks of support to offer businesses a ‘something for something deal’ to improve both job quality and business performance.
